AbstractThe Department of Homeland Security Counter Man-Portable Air-Defense Systems (C-MANPADS) program to protect commercial transports, has three elements: 1) On-board Directed Infrared Counter Measures systems (DIRCM); 2) Emerging C-MANPADS Technology (ECMT); and, 3) High Altitude Unmanned Air Vehicle (UAV) concept, which is an Innovation program called CHLOE. The DIRCM program is to establish the feasibility of adapting military technology for protecting civil aircraft. We have developed and tested two systems, one from BAE Systems and one from Northrop Grumman. The test and evaluation included hard-in-the-loop simulation, flight, live fire and in-revenue-service operational suitability. The ECMT program is an assessment of 3 non-DIRCM concepts: 1) Raytheon ground-based Vigilant Eagle using high power microwave guidance disrupter; 2) Northrop Grumman ground-based SkyGuard using high energy laser for hard kill; and, an L3System airborne decoy system. CHLOE is a high technical risk concept would be to have multiple UAV above 60K' over airports with missile warning and DIRCM systems to protect transports taking off and landing.
