AbstractLast year the FAA introduced the "New Part 23," which had been hyped as a means to allow more innovation in the certification of small airplanes. The presentation described the historical development of FAA aircraft certification requirements through August 2017. The certification requirements had been a series of specific design requirements and flight demonstrations. These requirements also allowed for variation in these requirements and demonstrations for designs that didn't meet specific requirements. The new requirements have dropped all specific requirements and substituted a design to safety objectives which depend on the number of passenger.
