AbstractThe Federal Aviation Administration (FAA) is deploying capabilities and procedures to enable Trajectory Based Operations (TBO) in the National Airspace System (NAS). This includes a transition to predominant use of Time-Based Management (TBM) to efficiently manage demand/capacity imbalances through flight-time prediction and scheduling. TBM performance is improved through greater use of Performance-Based Navigation (PBN) procedures, which improve the predictability of aircraft trajectories. To achieve TBO objectives, TBM and PBN designs must be integrated. This involves understanding the system relationships between TBM and PBN, documenting design guidance, and providing design and evaluation capabilities. This presentation provides examples of integrated TBM and PBN relationships and highlights the design capabilities that are expected to improve initial design quality and decrease the time needed to develop and evaluate designs prior to deployment in the NAS.
