There were no fatal commercial accidents for the second consecutive year and, in the first quarter of FY09, no serious runway incursions. Serious incursions have declined 63% since 2000. The new administration’s FAA priorities include a permanent administrator, improved labor relations and Next Generation Air Transportation System (NextGen) development. As part of NextGen development, the FAA is funding automated dependant-surveillance (ADS-B) airline equipage and industry flight tests. ADS-B will be operational in Florida, Louisville, Juneau, Gulf of Mexico and Philadelphia airspaces in 2009/2010.
A major upgrade to the air traffic automation system is nearing completion. This upgrade, EnRoute Automation Modernization (ERAM), is an essential for NextGen. ERAM will be operational at the Salt Lake City Air Route Traffic Control Center (ARTCC) in July 2009. Atlanta ARTCC, the last site, will be operational in August 2010. This multi-year effort has stayed on-time and within budget. It is likely one of the reasons that the General Accountability Office removed the FAA’s Modernization Program from its High Risk List. A list it had been on since 1995.
There is a significant industry focus in NextGen planning. RTCA established a “Next Generation Air Transportation System Mid-Term Implementation Task Force” (http://www.rtca.org/nextgenTF.htm) to forge industry/government consensus on 2015-2018 operational improvements consistent with long term goals. The FAA published the “NextGen Implementation Plan” (http://www.faa.gov/about/initiatives/nextgen/) to address industry’s role in implementation. The FAA plan includes mid-term avionics requirements, governing principles for equipage, FAA implementation commitments and an operational description and benefits.
Among the current FAA unmanned aircraft system (UAS) efforts are participation in the RTCA Special Committee 203, “Minimum Performance Standards for Unmanned Aircraft Systems and Unmanned Aircraft” (http://www.rtca.org/comm/) and the Department of Defense UAS Joint Integrated Product Team. Other activities include the establishment of a UAS Modeling and Simulation capability at the FAA Technical Center, spectrum analysis of micro air vehicles and 4D trajectory demonstrations. | |
